If your traffic and PR have both gone down, I would take a look at your site's backlinks and work on developing more quality links. As you build more links to your site, you should see your pages rank higher in Google which will hopefully build traffic. I agree with Wes, Pagerank is not nearly as important as people make it seem. Focus on linkbuilding and building traffic...a higher PR will naturally follow.
