There is the robots meta configuration option under the Advance section in SEO Yoast where you can set/edit your robots txt:

I think this advice might be a little outdated. I don't have the same options as you do.

I'm trying to fix this issue:
Missing robots.txt file.

 Hi Alain,

If you still cannot upload your robots txt to Wordpress, you may use WP-FileManager instead. It will help you upload the files to your WP Admin.

Then if you want to edit your robots txt file, you may use WP Robots Txt plugin for this.
