This can be a good part of your link building strategy. Unfortunately like anything else with linking, it has been hit hard by the spammers, so it is only a matter of time before Google decides to devalue these links in my opinion. Most of the sites that are doing this are getting them through comments on the blogs on these sites, and they are generally pretty spammy comments.
if you can get links in the content of the site, that would be best. For example, I am working on a local business blog for a friend, and one thing we have done is approach the local university, and we are doing some content for their new students on local businesses and some of the popular hangouts around town.
We approached them from the standpoint of providing some really valuable information to their new incoming students, and were able to get a really good response.
We are not only getting some .edu links for our own site, but giving some free link juice to some of the other local businesses as well. This doesn't upset them at all.
