 There is no "best backlink tool" that exists. Every tool provides a different number of backlinks for a website since they have different ways to get this data. Just stick to a good all-in-one SEO that provides you the closest backlinks report (you should also be doing your own manual tracking if you are building backlinks yourself).

If you want a free backlink tool with other SEO features, you can use our very own, Affilotools or the desktop version tool, Traffic Travis. These tools have free versions that you can use without limits.

 Do you need suggestions for free ones? Or paid ones? If free ones, those aren't going to help you a much. But you may try SEO Spyglass. If you have enough money to invest then buy the ahrefs by closing your eyes. You will find a lot of useful insights that can help you a lot to win the game.
