I am wondering that my site has lost its ranking just because of not having the location determined in the content, keywords and Meta description. So it is right to use location based keywords to optimize websites for better rankings in different location based search queries? What is the right way to search engine optimization now?

If you're ranking for a keyword for a specific place, then it's best to indicate the location when doing on-page and off-page SEO. If I'm searching for "best pie minnesota" then I would get results for pies in Minnesota.
For the most part, SEO is still the same after the Pigeon update.

Yeah. It is better for you that write location wise keyword, content and meta tags for your site. Pigeon update affect your sites ranking by local search query.
