Is Buying High PR Backlinks Still Effective?

Hi, i was reading an article about SEO but i think is kind of old maybe, it was saying something about buying for example a 7,6,5 or even 4 PR backlinks for a few months, to get good rankings, is that still working after penguin and panda?
because a have a couple of baclinks one is a 7 and other are 2, that are from blogs where i posted a few comments, and are do-follow, and google don´t recognize them, and a have a huge ZERO PR in my website, so i just want to know if buying some high PR backlinks can really help me

It is not a bad idea to buy links from high PR sites. Of course it is necessary to check the high PR status of the site before buying them. By 'high' PR status I mean the ways or the methods used by the site to get going. Sites should have resorted to White Hat SEO methods to go up in their rank.

I agree with you kallayprasanth05 about check the status, because i don´t know if you´d now, but the PR can be faked, some people fake the PR for let´s say a 7 PR and then they sell it, there are several tools to check that:

http://www.rankchecker.com/pagerank-checker/
http://www.checkpagerank.net/
http://www.cekpr.com/

And also in google you can type: info:MyDomain.com
if the url that appears in there is the same of the one you typed in info: then the PR is ok, if not then the PR in fake
I just wanted to tell you this in case,
In respect to buy backlinks with high PR i think i´m gonna get a 7 one, this is my strategy:
1.- i buy a PR 7
2.- wait until i get a PR 7 too
3.- start to backlinkg with LOTS of pr 4,5,6
4.- stop paying the rent of the 7 PR backlink

Clever UH? lol, is just an idea, i really don´t know if this can work or if somebody has done this before.

Buying links off a high PR site would still have some positive, but short-lived, effects. It's much better these days to guest post on a site within your niche that has high PR, compared to purchasing a backlink or doing a link exchange. This is because Google is also looking at relevance. Link juice is not enough anymore.

I suggest you promote your site through social media sites, rather than buying links. Establish a strong online presence where users share your pages on their social media walls. This will signal search engines that users like your content and rank your page higher for its keyword.

I'd say that getting links from high PR sites is a good idea, while buying them doesn't sound really good to me. The thing is that when you buy a link, there are no guarantees this link will be working in the long run. Still, you can have the same link by for instance, providing valuable contribution to a blog in question by commenting or quest blogging, as Cecille pointed out.
