 The caffeinated content plugin is useful and has received a lot of positive reviews in internet marketing forums. Just make sure to rewrite the content that you will add to avoid being penalized for duplicate content.

The rate depends on the topic. Good Elance writers usually charge US$ 10-$ 15 per article on general topics :)
