Paint.net Header - line through image

Hello Everyone,
Okay, so I've got an image in the middle of my clear white header and I want to put a line at the very bottom of the header so it doesn't just blend with the white page. I go into "brush" mode in paint.net, but that line just will not g through the image. It goes behind it. The image goes right to the very bottom of the header, so does anyone out there know the trick? I know there's a trick...there's always a trick...right?

Hi Gary,
I wouldn't be using the brush tool as you can not get a straight line.
Use the Line tool or the rectangle tool on the left selection bar.
Choose the colour and draw your line at the bottom of the header.

I just got going with paint.net and can someone tell me where the best step-by-step guidelines ? Also where is the little video Mark made with making a header?
