There are a lot of things to consider when you plan to buy an old domain. For one, it is better to buy an old domain that is still functional as opposed to expired ones. Since an expired domain may already lost the important links you are after. For functional domains, you may likely find one that still has good links to it.
Also, for old domains, you will still have to worry about domain transfers and how to change the domain registrant. There are times it is so easy to change it but there are times, it's too complicated.
Honestly, weighing between old domain and new domain, I would say the old domain has a lot of risks. On top of the situations I mentioned above, there is really no telling if the old domain you'll be getting has good links to it or it's under a spam penalty. There are resources available but still, you may never be sure if these details are true.
So that said, why go with all that trouble when you can buy a new domain, right? With new domain, you have a clean slate and you will not have to worry about penalties and other processes to acquire that domain.
