Actually, I don't think it matters if it is 1 or 0, as long as the number of that page is lower than any other page. So if you have the other pages with a number higher than 1, then the page that has 1 should be the top one on the list.
The advantage of doing it this way is that you can arrange the articles in the order you want them to appear in the list, regardless of when you wrote them. So if say the last one you published you want to be on the list after the home page but before any other page on the list, then you would give that page a number between the home page's number and the number of any other page.
I forget if the default is alphabetical or publication order (I think it's the latter), but it is one of the two if you don't set the page order.
