No doubt that it has some effects as it will help to reduce spam but it will affect marketers who do outreach on LinkedIn. That's why a lot of B2B marketers and other people are using LinkedIn automation tools (Expandi, LinkedCamp, Duxsoup, Meetalfred, and more) to get beyond these limits.

That was quite a logical step in order to get rid of the huge amount of spam there. I don't really think that it will be a stumbling block in promoting your services in linkedin. There will just be different approach to the promotional campaigns and that's it.
